South Carolina is a state and the counties are supposed to work together McElveen said McElveen said that the General Assembly for years has discussed efforts to shift road money to the urban counties a discussion seemingly led by Green-ville-area legislators Apparently the urban county backers succeeded in the new Department of Transportation where they in the General Assembly McElveen said Rural interests used to dominate road decisions because they controlled the old Highway Department which was governed by an 18-member commission The 1993 restructuring of -state government pared down the size of the department renamed it and reduced the size of its governing board to seven The old Highway Commission members came from the judicial circuits so there was a member from Sumter Lee
